Yes. Our GLAA licence unique reference number is LCML0002. LCM Labour Ltd upholds the highest standards of compliance and is fully committed to the values and aims of the GLAA: to eradicate labour abuse and to bring fairness and welfare support to the GLAA workforce.
Our compliance manager is a former GLAA inspector with over 18 years’ experience.
First, our independent, accredited auditor conducts a pre-supply audit of each potential agency partner.
Next, the agency partner representative/s meet – either in-person or online – every LCM Labour Ltd team, namely Payroll, Compliance, and Engagement Team. Processes for payroll, sharing of data, and the branded app and marketing pack, will be agreed, along with scheduling the date for the contractual partnership to begin. LCM Labour Ltd makes regular, timely check-ins to monitor implementation and that everything is running smoothly.
A full compliance audit is carried out by our independent auditor every 12 months. This includes a visit to an end client to conduct worker welfare interviews. Should any issues arise, or if requested, further support can be made available (for example if you were subject to any type of government inspection or end client audit). All of this is totally free of charge and included as part of the contract with LCM Labour Ltd.
As part of our duty of care as the employer of workers, our Compliance Manager undertakes quarterly visits to partner agencies to deal with any queries, carry out dip sample checks of front office functions to ensure standards are being maintained, and offer the chance to conduct worker welfare interviews whilst onsite. Worker welfare surveys are sent to LCM Labour workers every six months using the LCM Rewards App to check for any issues throughout the recruitment chain.

LCM Labour Ltd is fully transparent with workers from the outset, so they know and understand LCM Labour Ltd is their employer. LCM Labour Ltd has a physical presence with its workforce.
All workers are PAYE at source. Every single hour worked by our workers is subject to tax and National Insurance. We do not offer any type of scheme such as those identified on the HMRC Spotlight tax avoidance schemes. There are no charges to our workers under any circumstances.
Whilst front office functions remain the responsibility of the partner agency, as the employer, LCM Labour Ltd maintains due diligence over the entire supply chain and is responsible for reporting to HMRC.
Workers are paid under the LCM Labour Ltd PAYE reference. We submit Real Time Information (RTI), Full Payment Submission (FPS) and Employer Payment Summary (EPS) reports, P32’s and P45’s, to HMRC. We charge VAT on all invoices for providing a supply of labour to the partner agency.
We carry out onboarding audits, physical quarterly visits to our partner agencies, worker welfare surveys and physical annual audits including worker welfare interviews.
Nothing really changes with how a partner agency runs its business. However, partnering with LCM Labour Ltd should free up time from dealing with back office functions and staying up to date with legislative changes, allowing you to concentrate on providing work-finding services.
All workers are paid PAYE at Source. LCM Labour Ltd uses SAGE to process payroll. Our payroll software has built-in compliance features that allow the identification of any possible concerns by producing exception reports. These features include:
- Indictors of Modern Slavery Awareness (for example duplicate bank accounts, more than five workers in the same address, duplicate email addresses)
- Violations of NMW
- Violations of Working Time Directive
